Gosplan

Commonly known name of the Soviet government agency that was in charge of comprehensive government planning of the USSR’s national economy and controlled the implementation of national economic development plans. The agency’s full name was State Planning Committee of the Council of Ministers of the USSR (GOSudarstvennyi PLANovyi komitet Soveta Ministrov SSSR, or Gosplan). Gosplan was established on February 22, 1921 by decree of the Council of People’s Commissars (Sovnarcom) and liquidated in 1991.
